Understanding the Different Property Manager Roles

At Coastline Equity, an Assistant Property Manager supports portfolio work, a Property Manager carries the day-to-day portfolio responsibilities, and a Senior Property Manager reviews that work and supports the team. An onsite manager handles daily work at a specific property. Those titles help explain who does the work. The assigned contact and approval limits tell you who can make a particular decision.
We use a pod-style team for residential and commercial properties. For an owner, resident, commercial tenant, or prospective team member, the useful question is simple: who is responsible for this issue, and who needs to review the next step?
Assistant Property Manager: support and follow-through
An Assistant Property Manager, or APM, supports the Senior Property Manager with resident, tenant, and vendor communication, monthly reporting, inspections, and daily portfolio tasks. Move-outs, reports, and inspections receive Senior Property Manager review. Bills follow the approval limits assigned to the role.
The APM can help a resident or tenant find the status of a repair or clarify a ledger question. Owner communication follows the portfolio's assigned contact rather than being an automatic APM responsibility.
Property Manager: responsibility for the portfolio
A Property Manager, or PM, carries the portfolio's daily responsibilities without the same level of assistant support. This includes communication, inspections, reporting, work-order review, and handling resident or tenant questions.
A ledger question or renewal inquiry should have a responsible manager. That manager can ask the Senior Property Manager for clarification and remain the contact handling the issue. The job title alone does not authorize new lease terms, spending, or an owner commitment.
Senior Property Manager: review and team support
The Senior Property Manager reviews reports, inspections, and move-outs, provides feedback, and supports the APMs and PMs. Review should identify what is missing and who will complete it. It should also preserve the contact already responsible for answering the resident or tenant.
For owners, confirm the contact assigned to your portfolio and the approval process in your management arrangement. A senior title does not replace the owner's approval rights or give one person final authority over every major decision.
Onsite manager: daily work at one property
An onsite manager handles work at a specific property, including cleanliness, resident and vendor communication, and move-in or move-out coordination with leasing or a supervisor. Onsite managers also review work-order records. At Coastline, onsite managers do not approve invoices.

What to confirm before relying on a title
- Contact: Who handles owner questions, and who handles resident or commercial tenant follow-up?
- Review: Who checks inspections, move-outs, reports, and incomplete repair records?
- Authority: What needs owner approval, and what can the assigned team member handle?
- Next step: Who is following up, what is due, and when will the person waiting receive an update?
Licensing is a separate question from the job title. The California Department of Real Estate's guidance on unlicensed assistants says assistants may help licensees but may not perform activities that require a license. Check the actual duties, required supervision, and applicable qualifications before assigning work.
