California Section 8 Income Limits: Owner Guide

Section 8 is a federal housing assistance program administered through local public housing authorities. For California owners, the practical work depends on the property’s housing authority, the current program rules, the unit’s condition, rent review and the documentation required at each step.
Income limits matter, but they are not a single statewide number and they are not permanent. HUD publishes limits by area and household size, and the official tables should be checked before anyone quotes a threshold.
What changed for the current review
HUD’s FY 2026 income-limit materials are effective May 1, 2026. HUD says the limits support eligibility decisions for programs including the Housing Choice Voucher program and directs users to the official tables for official purposes. Review the HUD Income Limits data page and the current local housing authority before using a number in an owner decision.
What owners should verify
1. Identify the public housing authority
The PHA serving the property controls local intake, waiting-list status, briefing, inspection coordination and payment administration. Start with the authority that serves the property, not a generic third-party summary.
2. Confirm the current income-limit area
Check the county or HUD area, household size and program year. Do not reuse last year’s table or assume that a nearby city uses the same limit.
3. Review the property before the inspection
Confirm habitability, access, utilities, smoke and carbon-monoxide devices, documentation and the condition of the unit. A clean pre-inspection checklist helps the owner understand what remains before a formal review.
4. Understand rent review and the lease process
The PHA may review rent reasonableness, payment standards, lease terms and the housing assistance payment contract. The owner, tenant and PHA each have responsibilities. Record who owns each next step.
5. Keep the annual cycle visible
Inspections, recertifications, notices, repairs and renewals should live on one calendar. The operating risk is often a missed handoff, not a lack of effort.
